Application for appointment as a notary
(1)A person may make an application for appointment as a notary (hereinafter called "the applicant") in the form of a memorial addressed to such officer or authority (hereinafter referred to as the "competent authority") of the appropriate government as that government may, by notification in the Official Gazette, designate in this behalf.
(2)The memorial shall be drawn by a person referred to in clause (a) of rule 3 in accordance with Form I and by a person referred to in clauses (b) and (c) of the said rule in accordance with Form II.
(3)The memorial of a person referred to in clause (a) of rule 3 shall be signed by the applicant and shall be countersigned by the following persons,-
(a) a Magistrate,
(b) a manager of a nationalised bank;
(c) a merchant; and
(d) two prominent inhabitants of the local area
within which the applicant intends to
practise as a notary.

Recently cental notary act is amended, looking in to the necessity of the notary state Govt., will call for an appointment of notary to the revenue dist.,/taluk. Format of notary application will be send to the dist., court which will displayed on the notice board.
You have to file the application before the concerned dist., judge, who will send to the law department of the state govt.,with an opinion so after than interview will be conducted and they will select the notary.
This system is introduced recently to curb the political influences in appointing the notary.
First the appointment of notary was completely polictical appointment, notaries will appointed on the basis of the influence of the concerned local MLA. Money was playing vital role.

One thing I want to tell you, even though notary act is amended again influence played. I had attended the interview, there was drama of interview 3 judges were there one of the judges asked what is ur caste, I said Jain he noted it, simply for formalites they asked the question.
Because of the influence out of 15 candidates 1 is selected becaus she is relative of judge.
Just it is a drama of interview again after selection list will be submitted before the law minister and finally before the chief minister for approaval, again influence.
