Occupying certificate

Respected experts,
I have construt new home it's almost finished .weather can I get occupying certificate or not.

Occupation Certificate will be issued by the Municipality, corporation or Panchayat only on satisfaction on completion of work as per the approved plan.
The concerned authority will conduct an inspection and make a report accordingly.
