Pac report on urcs

PAC headed by Dr Joshy, BJP has also recommended audit of NON-PUBLIC funds held by Armed Forces in the name of Regimental Funds etc. The Report is with the govt of of the day.
CAG has also demanded that the URCs be put to public audit.The whole report on performance audit of CSD and the observations on URCs is in the net.
My request to the Experts:

a)What could a Aam Admi like me can do if Govt of India put that PAC report in the cold storage? From whom I can ask the action taken report on the issue under RTI or any other methods that will work.
b) How can I compel CAG to audit the documents of CSD in respect to issue of Registration Numbers to CDA Est/Staff, DRDO and such other non-entitled entities to run their own URCs for profits without asking the Army Chiefs as do not come under or over the three Services Bosses?

Some are always envious. They are not genetically engineered to share the natural resources including happiness. That's your problem not mine.

Yes, some are mentally sick. They do not understand what is really meant. They imagine uncalled for things and derive happiness in such imagination. Even when one wishes them happiness, they think the one wishing is jealous. That thought (howsoever ill-conceived it may be) itself gives them happiness. So be it.

PIL can be filed on the basis of audit report. Recently there had been a PIL based on police funds in Jharkhand which resulted in CBI FIR against some top IPS officers.
