Passport : different father's name in birth and matriculation certificates

Hello
I recently applied for passport and my application is on hold as the father's name on birth and matriculation didn't match.
Case:
My mother is got a divorce degree and remarried.
On my birth certificate my biological father's name is written.
On my matriculation degree, my step father's name is written.
Problem:
I don't have an adoption deed and biological father is alive. Also I am 23 years old.
Misc info:
Documents are already scanned by passport office.
Please help me and offer me advice.

your name in your matriculation certifcate could not have been changed without your father consent . yo have not been formally adopted by your step father . you would need court orders for correction of your matriculation certificate

You are not a minor. Hence the passport authorities are not justified in denying the passport.

So I went to the RPO today. In case of a mismatch, father's name on birth certificate is considered according to the manual. Passport can be granted with biological father's name.
I understand at future point of time I might have to change step fathers name on Matriculation degree. Hence I will take up Expert Ajay Sethi's advice on this. Thank you.
