Permanent address issue in tatkal passports

I am staying from last 4 years in a rented accommodation in Ghaziabad and I and my parents do not have a permanent house as we have sold our house 7 years ago. I got a tatkal passport 2 years ago, Now passport office has sent me a notice for adverse police verification that I have mentioned a rented house as a permanent address and they fare frightening me by saying that they will cancel it. But this sounds too illogical as many people will be there who does not own a house. Permanent address is the mandatory item in passport form which I filled as my current address. What is the law or definition of permanent address in India? Please help. I am in urgent need.

If you have been issued with a notice to show cause about the said irregularity, you can give a reply mentioning the facts that since there is no permanent residence to you, you have mentioned your rented accommodation address itself as permanent address and you can attach an affidavit too to this effect. Your explanation should be satisfactory, then no action will be initiated by the authorities.

Unfortunately many people in India do not permanent residence.
