Simply we can say: PIL is a writ preferred by a third party in the interest of public. The petitioner should not be a affected party.

There is no prescribed format of PIL. It is like other writ petitions. Take help from those petitions. Mention your facts, grounds, relief sought.

You can get PIL filing rules and circulars from every High court in India and prepare&file as the part in person yourself and get admissions. In the same way I have done in my writ petition 274 of 2011 of Madras High Court and save money and time.
