Please help us against injustice with our career at icmr, new delhi

Dear Sir/Madam,
Myself Anand Kr Srivastava, i am working as computer Programmer in ICMR as Ad-hoc employee, since December 15, 2010. When i joined this office (Indian Council of Medical Research (ICMR), Head quarter) my salary was Rs 25,313 as mentioned on Appointment Letter, and according to rate of Dearness allowances its increasing and as per last rate of DA as on 01.7.2011 i am getting my salary till date i.e. Rs 30,810, Our DA was due for 01.01.2012 and also 01.07.2012 i was waiting for new circular so that i can be able to get my Arrears so that i can be able to do some urgent work through that money, But yesterday on 12.12.2012 our office announced a new circular in which m salary decreased by almost Rs 6500 i.e. approx Rs 24500.
Now i am asking that,
1. i never heard that salary ever decreased,
2. When a person joined at Rs 25,313 in year 2010 and its 2012 how its possible that the salary in 2012 will be 24,500
3. Who will be responsible for my career spoil, which i spoil here in ICMR within 2 years,

As you are working on ad-hoc post and your appointment is not regular so unfortunately you cannot raise any objections to the circular of the department.
It is your desire either to continue or leave. better to personally talk with the officials of your department otherwise in litigation, you are the only loser.

the terms and conditions of service are applicable to permanent cadre employees only and not those on adhoc posts

Rules permanent employees ke liye behtar hote hain magar adhoc karamchari ke sath kau parkar ki majburiyan rehti hain. aap vyaktigat dhang se milar apmi samsya ka nidan krenge to jayda shi rhega ya fir aap high court ki sharan main jayeeye magar dhayn rhe ki aapka ye kanooni kadam aapki nokri ke liye khtra jrur ban sakta hai
