can a GPA holder execute a Power of Attorney with another person for selling the property

No,GPA holder can not delegate the powers which holds, to another person.

A delegated power can not be delegated is the rule then he can not delegate his powers
but a sub agency necessary to carry out his acts under POA can be created by him. section 190
When agent cannot delegate and section 191 "Sub-agent" defined are the provisions of Chapter X
Agency, Appointment and authority of agents of Indian Contract Act deals the situation.
