my blood relative have to register POA in delhi authorizing me to buy a property on his behalf. Please tell me where to register and what is the fee.

You have to approach the office of the sub-Registrar under whose jurisdiction your relative resides to get the POA registered, however, if the relative resides at some other place other than where he normally resides then he has to approach the SR in the area where he is currently staying and get the POA registered.
