All of you Hallo sir,i wan't know what is the procedure of filing appeal in public interest against municipal corporation who failed to provide basic facility of medical service for citizens health.

it wont be an appeal but a Public Interest Litigation.
my advice to you is please collect all the relevant data and documents prior to going for such a petition.
in case you have enough material to stand in High Court then approach some lawyer in High Court for drafting and presentation of such a petition.
and keep one thing in mind, if your petition is found to be a frivolous one then the court may impose heavy cost upon you which can be more than Rs. One Lac.

In addition to suggestion given by Kiran, I suggest you to institute a civil suit under section 89 CPC joining two or more persons with prior permission of the Court for this purpose.

Public needs the support of the State to encourage such litigation when it comes to deficiencies in the Health services which relate to life and death. In fact, a separate enactment is the need of the hour to spell out Regulations and Law with regard to matters which are detrimental to public interest. Public must be education on their basic rights.
