proclamation under section 82 can be issued in a case under section 125 cr.p.c against absconding husband, a warrant of arrest is pending aganist him?

A proclaimation under section 82 of Criminal Procedure code may be got issued against such absconding husband required to appear in 125 Cr. PC case by court.

If in spite of warrant of arrest the husband can not be arrested then proclamation can be issued against him.
