Project completion - no movement from builder

Our building is in Andheri Mumbai and construction started in 1996, the project is still not completed and builder keeps moving his commitment date for completion. There are 2 buildings,one is complete and one is pending for last 3 floors. There is no OC for whatever work done. What are our options to speed up the process from builder or whether we can get or should go ahead and ask the builder to apply for partial OC. Pls guide. Our society is also registered, and in the absence of OC, we decided not to take over the society, so is it a right approach?

you should have contacted a local lawyer and moved consumer forum against the builder for deficiency in service . ask for compensation for delay in completion and and to direct builder to complete formalities of obtaining OC .
