What is the meaning of the clause "A consumer or the property buyer must file their complaint within two years of the dispute arising, after which it becomes outdated.".
Suppose an apartment had to be completed in say Jan 2000 which did NOT get completed till Jan 2002. Does it mean that the constomer had to file a consumer complaint by Jan 2002 and Post Jan 2002, the customer cannot file a consumer court complaint.

ordinarily a complaint for deficency in service ahs to be filed within period mentioned in Conumser protection act . in the event if not filed then complaint would be barred by limitation .
as far as your case is concerned if builder had to give posession in 2000 and did not complete construction complaint ca be filed if it is a continuing offence . if bulder had assured that construction will be completed soon andfials to deliverit inspite of written assurances complai would be maintanable
