i fraud occur with me of 30 lakh which i paid in cash as well as rtgs . after lots of argument they are ready to compromise at 22 lakh so they right settlement letter at police station with 4-5 witness present there with time period of 9 months they will return my money is this settlement compromise letter is valid

Usually, the compromise will be made among the parties by the SI/CI of the Police. So it is valid if it was done like that.

The settlement agreed between the parties, if not settled by the debtor within the time fixed therein, cannot be enforced in court of law because such settlement agreements have no effect in law until and unless it is executed by a registered document. However this document can be used as an evidence in the money recovery suit if it is a follow up action.

Any agreement made by an unregistered deed is not enforceable in law, though it may carry an evidentiary value

To my knowledge, the Police have no role or jurisdiction in effecting such settlements.

You have not been able to clearly bring out as to how you were cheated. Such agrement negotiated by police is under coersion can cannot be enforced.
