Hello sir i need to know if a person is working as a employee in state or central government job,is he eligible to apply transfer to another desired place,if yes when and for which categories,

To transfer any employee any where is right of employer and not of employee.
Employee can plead for but can not claim.

eventhough transfer is not a right of the employee,one can apply for the same and the employer may transfer depending upon the exigencies of service and vacancy at the new place.

Your query is not clear unless you mention whether your query relates to transfer at in different office of the same organisation located at another place, or from one Government organisation to another Government organisation? In the absence of such information, you are likely to get contradictory replies.

For example, even the employer does not have any right to transfer an employee at another place in some other organisation, not under his control.

Transfer at desired place is not a civil right of any employee and it is the prerogative of employer State to decide what should be done.

Transfer is an incidence of service. It is the prerogative of the administration to post you at a place which is administratively convenient. However, nothing prevents from requesting administration for transfer to a particular place and if it is administratively convenient, your request would be considered. Apart from this, certain curcumstances may give more credence to your request like your spouse is working there (rules are there), ailing or old aged parents, pursuing higher education, family burdens etc, if you are a woman;having samll child or months baby etc, which reasons normally considered favourably. You can also seek mutual transfer with another employee working at the other place.
