Regarding article 46 of constitution

sir, i have a doubt regarding concept of social justice in article 46 of Indian constitution. At present i am doing articleship in CA course but as a scheduled caste i could not get recruited in good firm Such as BIG4 where only references would be working.I feel that there is a social injustice in this regard because SC's come from a background where mostly no one is educated then how will we get references to join in reputed firms.As CA articleship is a part of Ca curriculum there should be an assistance from Central Government in the form of equal opportunities to all without any bias at recruitment of article trainees in big firms. I want to file a PIl in high court regarding the present matter. Will I succeed, if not in what way can i reach the high court regarding the same.

SC/ST quota was meant for public enterprises and government to provide opportunity to join mainstream and bridge gap. This too was for limited period. Such provision cant be extended to private sector where an individual is owner and has full right to run enterprise the way he wants of course subject to labor laws of country. This ha snow become a fashion for various pressure groups to do rent seeking by asserting their class or group. So much so that there is fight inside the group itself. There is need to review all this and fix a policy of affirmative action like in USA and fix such reservation to minimum level of say 15-20% for those who are both socially and economically disadvantaged or tribes which are very poor due to isolation .Instead what we should do is provide financial help, very low interest loans and skill
development to those who need. This is only positive and constructive way improve country.
Caste based politics and quotas cant be allowed in private enterprise which may prove suicidal to already low productivity of this sector in India
Please note real talent cant be suppressed irrespective of background. If you are good you are good. And people will lap you up.
Due to high hiring cost, reference check need and other factors more and more companies are inclining towards referral hiring. So get into network. Please note referrals are not caste based at all.Stop flashing your caste and mix with main stream. You will agree that caste promotion is only dividing gap between people and not eliminating caste system. It is only getting stronger.
