In case of urban land Which party is responsible for paying DLC ?? Is there any responsibility of buyer

The seller and buyer can agree on even lower than circle rate.
Buyer can pay seller @ agreed amount.
Stamp duty etc is calculated min. @ rate of Circle rate.
