Regarding eol for higher studies

Good evening sir, if someone went on EOL for higher studies in state govt of Telangana with permission from department, does it effects on seniority for promotion?

Unless the counting of such leave or any other kind of leave is specifically excluded under relevant rules governing promotions for being counted towards regular service for promotion (e.g. in some cases of promotions under Flexible Complementing Scheme), all kinds of leave including EOL without medical grounds normally counts towards regular service for promotion. EOL without medical grounds will be similarly treated while computing regular service for purposes of grant of financial upgradation.

As per Telangana Employees FR- 84, the study must be relevant to the job requirement of the employee. This leave should not exceed 2 years in entire service. Govt. servants with less than 5 years of service and due to retire within 3 years are not eligible. This leave is sanctioned without debit to any leave account. EOL may be taken in conjunction with this leave. If you have any doubt on other issues regarding increments etc. consult in MCRHD of Telangana.

Not able to fully agree.

the question here is not asked about study leave.

the querist has simply asked whether period on EOL is excluded from seniority.

THERE IS NO EFFECT ON SENIORITY ON AVAILING ANY KIND OF LEAVE INCLUDING EOL

The employee is not restricted from clarifying the relevant law from his department concerned if he is having any further questions about it.
