Only your humble pleading and a consideration by the other side if at all they wish could serve your purpose. No Legal demands could be made.. Any how first present your humble pleading and make the efforts.

PSU is not expected to act illegally by taking you back.

No, there is no such circumstances, However if IOCL consider you sympathetically, this is there concern, and not the concern of any compelling law, so far.
Sudhir Kumar, Advocate (Expert) 28 January 2018
when you have resigned the vacancy stands created and the vacancy can now be filled only by laid down recruitment procedure.

You have no right to compel return to the said post.

The IOL follow certain specific recruitment rules. No thoroughfare for coming our and re-entering any time for anyone. Even no humble pleading, as advised by one expert, can work.

You can very well submit a humble request under proper acknowledgment, that’s all.
You may get a reply and you may not get a reply.
You may get a reply that you have been relieved after your resignation was tendered and accepted…………………..and you may apply during next recruitment notification.
Until or unless you held such position or …..so indispensable for say some project….that establishment may think to pave the way for you………….(that is although unlikely since such steps create precedence’s…..) ……………..or good offices, higher offices, highest offices …. may use the discretion if that also exist per applicable rules in your case.

In future asses the next establishment and employer, before you leave the current next establishment and employer.
That surely an employee can do!

If IOCL is most suitable establishment as per you, prepare for next recruitment drive…

You may follow the procedure of lean, if it is applicable to your department.
Sudhir Kumar, Advocate (Expert) 29 January 2018
He never stated (atleast appearing from the facts so far available) that he is on lien (not lean).
He never stated (atleast appearing from the facts so far available)that he was permanent.
he never stated (atleast appearing from the facts so far available)that he proceeded on higher post.
He never stated (atleast appearing from the facts so far available)that he applied through proper channel or obtained NOC.
He never stated that he gave technical resignation

This facility is available only for (i) govt to govt movement (not PSU) (ii) to permanent employee only. (iii) proceeding on higher post (v) with NOC/through proper channel application (vi) if he gives technical resignation.

You can benefit, also, from the points raised by Mr. Sudhir Kumar.

Good humour by Mr. Kumar Doab, when he states, "You can benefit, also, from the points raised by Mr. Sudhir Kumar." That clearly denotes Mr. Kumar Doab knew very well that his advice through his earlier post could be of no benefit to you that being quite a vague and irrelevant advice.
