2.IF SOMEONE SALE AGRICULTURE LAND WITHOUT NOC SO IT VALETED OR NOT?
3.WHAT ACTION WE WILL TAKE AGAINST REGISTERED SALE DEED WITHOUT NOC?

Where are you from? In many sates no such NOC is required to sell agricultural land.

though land is a state subject in many states in india, need for an NOC at the time of registration of sale deed for an agr.land is not prevalent.
NOC requirement stems from the need to find out the end use of the land used whether for agr./non agr. purpose to ascertain from land owner or the farmers themselves.but that is not call of the SRO unless in the state of DELHI there is such a requirement,which local advocates from delhi may be able to affirm.

Yes you are required to obtain NOC before execution of Sale Deed in Delhi

In WB no such NOC is required though.
