Remedy for Prolnged suspension

I am a Govt employee (Panchayat Sachiv)in RDD in HP. I was placed under immediate suspension on 29 December 2006 under rule 10(1) CCS(CCA)on account of financial irregularities. I was furnished charge sheet three months later on April 2007. In October 2007 Inquiry officer was appointed. In march 2011 the inquiry was concluded which has been in my favour, though the report has not been forwarded yet. Mean while another inquiry was initiated against me last year the inquiry of which is still in initial stages.
I want to know what remedy can I get for this unduly long suspension and how?

You can ask your department to review your case. CCS(CCA) have been amended and maximum period under suspension is 90 days. Then for department has to review the case for extending suspension. If CCS(CCA) rules apply to your case, you can seek your remedy by asking them to review your case. If review is not done within the period of 90 days, suspension automatically lapses. Discuss the matter with experts in your department.
