Dear Sridhar,
You have a doubt as to how to proceed in a matter? With so much doubt you are toying with an idea of moving SC, International Forum etc. Why not think in terms of moving some CELESTIAL FORUMs as well for this matter.
First and foremost you must post your facts - when did you make the RTI Application - to whom did you make - According to the Website of the Organization who are in the Hierarchy as far as providing information under RTI is concerned - etc. In fact if the PIO has not provided the information within 30 days you can prefer an appeal before the Appellate Authority, if that fails there may be second appeallate authority - or you can complain to the State Information Commission.

Dear Mr.Sridhar,

Your query has not been properly understood. You can move even the Calcutta High Court by way of a writ of mandamus against the West bengal Government seeking the immediate appointment of the State INFORMATION Commissioner. You need not go to SC.

You need not blow it out of proportion by moving any INTERNATIONAL FORA in this regard since it will show our country in bad light.
