1. As A GOVT EMPLOYESS IS IT POSSIBLE TO START A NON PROFIT ,NON POLITICAL R.T.I ORGANISATION.

It depends on the rules. Most departments bar from starting any organization.

2. IS IT MANDATORY TO INFORM OR SOUGHT PERMISSION FROM OUR DEPARTMENT TO START ORG. OR NOT.

Again depends on the rules.

3.IS IT POSSIBLE TO OBTAIN INFORMATION FROM STATE GOVT.TO CLARIFY C.S.R RULES REGARDING OPEN ORGNASATION OR NOT UNDER RTI APPLICATION,IF YES THEN PLEASE TELL ME THE DEPARTMENT OF STATE GOVT WHICH DEALS WITH CSR RULES.IN PUNJAB GOVT.

Why to start an organization, you can ask any query as an individual.

You can not engage your self in such activities unless your service rule permits, which generally never permits or you get particular authorization from head of your department.

Dear Swaraj,

1) I think it is permissible since you intend to start non profitable organization. The Service Rules, normally prohibits an employee not to engage in trade or commerce or any other profession of profitable in nature. However, before proceeding further, please refer your service rules.

2) If your service rules specifically provides for seeking such permission , you need to obtain permission. otherwise , you can continue.

3)you can't seek clarification under RTI Act. you can only seek information as held by the Govt. Be specific what you want.

1. You can be a part of NGO. There is no need of permission.

2. It is not mandatory.

3.You can get any information or documents.
