Certainly he could but he should not practice in court during the time of employment and he could also give necessary intimation to his state bar council about his employment stating he will not be in practice during the time of his employment.

Not as salary of a regular scale of pay, but as a fixed fee for his job.

He can be appointed as a legal adviser on a term of payment but not on a regular salary basis. He cannot take up an employment while he is enrolled as an advocate and practicing law in any court.
