Sale of Gair Marusi Land

One of my relations, an owner of a piece of agriculture land in Haryana, died intestate leaving behind two widowed daughters in law, one son and one daughter. After lot of difficulties, the said land has been mutated in the names of the legal heirs Now the situation is this that the land is gair marusi under the possession of some of the people living in that area and they are occupying the land for a long time and not paying anything to the owner. What could be the legal hurdle/status, if land is sold to someone other than the people occupying the land, as they do not seem to part with the land or the price of land? Financial position of the legal heirs is also not good to go for unending litigation. Would some expert show the path to get the lost land?

the possession of land is with other persons. you can sale the land but price you get will be less as the purchaser have to incurred expenses to evict them.

I shall feel grateful if some second opinion/alternate remedy is suggested. Two of the legal heirs are widows without financial support. The others are not capable of spending on their behalf.
