Using works experience and getting contracts are two different things. You can't get Government contracts, if you do not happen to be an approved contractor of the CPWD/ PWD or any Government department. However, nobody can bar you from getting works contracts from private organizations to be accomplished by you in your individual capacity, but still that would depend upon the local laws.

The Legal Heirs have no right to ask the Contractor to continue the same contract, after the death of their father, even though the heirs have sufficient relevant experience in the same field. In case if the contractor feels that the heirs are capable to do the said works, then only he may give the contract works to the legal heirs, to continue the same. It is the discretion of the contractor.
