Stamp duty on property tax

I purchased a plot in 2008 from HPDA, a UP Govt Deptt for Rs 10,40,000. Hapur district administration enhanced circle rate and value as per circle rate increased to 11,64,000 in May 2012. HPDA advised stamp duty of Rs 1,40,000 on it. when I approached HPDA on 04.07.12 for registration, I was advised to come on 09.07.12, as concerned staff was on election duty. On 09.07.12,stamps for Rs 140000 were purchased and handed over to HPDA. But circle rate were increased again on 10.07.12, but increase was not advised to me and documents were got registered on 24.07.12. Now, i have got notice of less payment of stamp duty from commissioner Stamps. What is the liabilty of the parties.

Reply the notice mentioning the facts and informing that no extra stamp fee is payable. The Stamps were paid on 09.07.2012 as per prevailing rate. The cost of property was much less than the stamp fee paid. The deficiency if any was not pointed out by HPDA or the registration Office at the time of Registration.

You shall have to reply the notice and shall have to offer to deposit the deficient stamp duty.
