Yes. If stamp duty is paid on an instrument but the instrument is not signed by any party then an application is to be made within 6 months of the date of purchase of the stamp paper, to the concerned authorities for refund of stamp duty. The original stamp paper is returned alongwith the application. On receipt of such application, the concerned authorities are empowered to refund the value of stamp duty after deducting such amounts as may prescribed.

Move an application to the Treasury Officer kanpur Nagar stating the reasons of non-use of stamps and description of purchased un-used stamp paers. This application should be made by the same person who purchased it.

TO after verifyinf its record shall allow the application and shall issue you refund voucher after deducting the prescribed (about 10%- it is different from state to state)and you can get the payment from State Bank of India branch prescribed in the voucher.
