Standing counsel of muncipal corporation

If the standing counsel of muncipal corporation does not give the petition filed by the petitioner in a crp to the corporation even after four months of it being filed and the case which has come for admission four times.
As a party intrested in the crp (regarding demolition of unauthorized structure made in the common area of our flats by one of the flat owner) I would like to know if the corporation does not give any counter to the petition made by the party within a specified time, what happens to the case.

how can you be sure that counsel has not given copy of petition to muncipal corportaion .
merely because case has come on 4 dates and corporation has taken time does not mean that copy of petition has notbeen served
please check the roznama as to the reason why adjournments have been taken.
if no reply filed inspite of repeated directions court can after haering parties pass an order

I know that the standing counsel has not given the copy to the corporation thru the corporation authorities.

I am in Hyderabad as there is a strike going here by the staff of corporation, I was not able to file a RTI.

The strike was upto 24th of October 2011.
