Normally, the manufacturers are interested in selling their products and offer functional services. But your case is one of investigation. Commercial businessmen would not like to go into the aspect of finding a lost article, even though manufactured by him, like a policeman or an investigator. It is a headache job for them.
You better lodge a police complaint. If you are lucky you would get it. Or lodge a complaint with BSNL quoting your IMEI number.

Dear sir,
Thanks a lot for your reply.I did make a complaint with the police but was of no use,but this episode I am really curious to know whether if there is any regulation regarding such issues in consumer protection act or any rules made by dept. of telecom or even trai to help customers..if not isnt there a need for such regulation because this just like promotingtheft and who knows my stolen phone may be used for any terrorist activities..bcoz I was been told by the companies tht they dont have the technology to track the phones.if this is the case then why govt. banned phones without IMEI no. if they cant track thm???
