can i file a suit against mcd and dda in consumer court because they donot responce to my complaint for illegal construction.

No it does not come under service. You have to file a suit for mandatory injunction against the person and mcd and dda

if there r illegal constructions r contructyions have been raised in contravention of relevant rules n if u hav filed complaints against these unauthorised construction n if d competent authority is not taking desirable action then file complaint not only dafaulters but also against erring officials before accountability commision(in j n k we hav this comm. for filing complaints against erring officials for inaction on thier part in discharging duties or malpractises) r u can also file P.I.L before H.C under art.226 or before S.C under art.32 of the indian const.

U may file a writ petition in which they have to provide the status report to the court.

If by illegal construction your easementary rights are violated,then you have good case.

Restrainment of an Illegal construction through DDA of MCD is not the service you hire from these agencies rather you want their legal action to restain the person making illegal construction so there is no scope of filing the consumer complaint.

Civil suit for writ are the proper methods.
