Suspension

Tranfer order was received but the releiving order was not given by the immediate officer. whether suspension may be justifiable ?

About transfer, there is a difference between the terms "relieving order not given" and "not relieved on transfer." So, please clarify the position whether the official was actually relieved on issue of transfer order or not.

Further, issue of transfer order and issue of suspension order are two different functions. Transfer order is made by the competent administrative/HR authority, while suspension is made by the competent disciplinary authority. Any of the order can be implemented on priority as per the exigency of service.
