Dear Mr Goyel,
In case police is not taking action, then you can file an application under section 156(3) of The Code of Criminal Procedure, 1973, before the Chief Judicial Magistrate, within your jurisdiction. But in the mean time you have to be ready with your witnesses and sufficient evidence to prove the theft.

Barman has made typographic error. The section is 156 (3) of Criminal procedure code. Search any lawyer of Delhi for your case.
