Transfer of driving licence from one state to another.

I have a valid Motor Driving Licence issued by a Regional Transport Officer in the State of Gujarat. On my retirement, I have permanently shifted to my native place in the State of Kerala. When I approached to RTO Office in Kerala State with requisite "NOC" for transferring the Licence issued by the RTO of Gujarat State, I am informed that they will have to again get my licence verified by the RTO, GujaraState and it is going to take long time as other State RTOs seldom respond to such verification requests. I am, therefore, advised by the Vehicle Inspector of RTO,Kerala State to better take a learning licence from Kerala and after due process obtain licence afresh to avoid such lengthy procedures. During my visit to RTO, Kerala, I have met some other people also whose similar cases are pending for more than one year for want of verification confirmation to be received from RTOs of other States.

As the Driving Licence indicated "INDIAN UNION" DRIVING LICENCE, I wonder as to why this kind of cumbersome procedures and consequent harassments to the public by the different State Government authorities. Are we living in one India or not. Can anyone guide me as to how to get my existing licence transferred to Kerala in time ?

No need of transfer the Driving license in kerala ... there is no procedure ... it is (NOC)& other documents applicable only in the case of transfer the vehicle registration from one state to another state...

Search your License contents that "VALID THROUGHOUT INDIA".

Also check, rules and regulations of Gujarat State about licenses issuing.

you can also seek information under RTI that licenses can be used outside Gujarat.

Ordinarily driving licences are valid for all india and it must be noted on your licence.

You are advised to refer them following provision of the Motor Vehicles Act:

section "13. Extent of effectiveness of licences to drive motor vehicles. -
A learner’s licence or a driving licence issued under this Act shall be effective throughout India."

Thanks to all experts who have opined.

The issue is however different. My validity of existing licence will be getting expired in the month of March 2012 and the Kerala RTO authority refuses to renew the same unless I first got the driv.licence transferred to them. Moreover, since I am no more resident of Gujarat State, I cannot get the same renewed from there also. So, I am in a real deliemma please. Could the experts further guide me under the aforesaid circumstances what should I do ?

Your license can reissued by the Transport Authority of your current location on surrender of your present license and the existing license would be cancelled and sent to the last issuing authority with appropriate advice to make appropriate note in their record.

What is "yes rightly advised..." meant by Mr.Devajyoti Barman. If your purpose is only to increase your mark, this kind of advise is ok., but your opinion is of no use at all.

Thanks to Shri PS Dhingra ji for valuable guidance. However, if I surrender my existing Driv.licence to the current location, are they bound to accept the same and re-issue fresh licence to me without again passing the driving test at the current location. Kindly guide.

It appears that more of the opinions in this site are only "I agrees" without making any value additions and such replies do not give any guidance to the one seeking real legal advise and guidance from this site. Only those who have complete knowledge on the subject may kindly guide further.

The RTO office is supposed to accept your license along with the application for issue of fresh DL from his office in lieu of your old license issued by another RTO.

Again Thank you Dhringra ji for such valuable advise. However, kindly clarify if I will have to pass another Driving Licence from the current location before issuing such fresh DL, as, if that is so, the entire purpose of surrendering the old licence,etc., is lost.
