Transfer of property

Dear sir my wife have purchased a flat in Noida Extension from her sister.The initial payment of 10% was made by my sister's wife subsequently the remaining payment was executed and made by me from my NRE account.
Initially the builder had said that the transfer of the flat between the blood relation(sister to sister with documentary proof) wound be done at the cost of Rs 5/sq feet but later on when we actually went to the builder for executing the transfer he started demanding a sum of Rs 500/sq feet.
Some one please let me know that what is the actual rate of transfer (between the blood relation) of the flat in Noida Extension and what would be the best solution to reach reach towards an amicable solution of this issue with the builder.

Is the statement of Rs5/sq ft and Rs500/sq feet in writing?
The applicable rates can be obtained from SRO, Development Authority.

Go through the initial agreement and apply to the developer in writing.

Please clarify whether the property is yet to be registered and based on mere developers agreement. Pl. also throw light on records available with you regarding ownership of the property in question to get a considered opinion on your query.

The property is not yet registered it is in the final stage of construction ,the builder has promised the delivery in the month of June 2016 the booking form bears the name of my wife sister and her spouse.As we have taken over the flat from them it would be a wise decision to get the property transferred in our name.
