A u.P govt employee is in continuous service since 1995 . If somebody finds today that he is underqualified ( passed an exam which is not equivalent to the essential qualification of his post, which he submitted at the time of appointment in place of essential qualification and the corrupt appointing authority accepted it with doses of vitamin M ) than what can be done to get him removed from the service. Can he be removed.

Your question does not seem to be relevant. Even if your question is replied, you do not seem to be a competent authority to remove the employee or investigate and take any action in the matter of corruption (in your words, accepting the doses of vitamin M) against the appointing authority?
You may better make a compaint to the State's vigilance unit for investigation and necessary action.

Yes; appointment is illegal and not irregular. Not qualified at the time of application.

Vankatesh sir As u said the appointment is illegal then plz tell about the procedure by which an ordinary citizen can get administrative actions against that underqualified guy and the then appointing officer. Will it result into final dismissal of the underqualified employee and disciplinary action against appointing officer

Illegal appointments are never substantive. Any amount of service, say 30 yrs, will not confer any right over the post. It is void ab initio. You can press into service a complaint to civil right enforcement cell of your state.
