Vinod ji! though a specific food adulteration act is applicable in such matters which contain penal sections but police can also lodge such offence under IPC in the sections of 467/468/471 IPC as the accused has branded duplicate ghee showing it as original and has thus fabricated, prepared false documents (dibbe in ur words containing wrapers etc.) and thus offence is covered under the aforesaid sections.

Sec 467 and 468 defines that Forgery of a vluable security, will, or authority to make or transfer any valuable security, or to receive any money, etc., when the valuable security is promissiory note of the central government.
468: Forgery for the purpose of cheating.
For the offences said in your questions comes under food adulterartion act.
471: Using as genuine a forged document which is known to be forged.
So IPC section 468 is applicable to some extent. these sections are very clear. Forgerty of valuable security, will, receive any money with an intention to cheat comes under these sections.
These sections purely deals with the forgery.the min ingredients of these sections is forgery.
