why do you ask for legal advice after having sold the vehicle .?
you should have taken sale proceeds by cheque .
obtained a letter from purchaser wherein he acknowledges delivery of vehicle , RC book , insurance papers .
now inform RTO about sale of your vehicle and mention name of purchaser and his other details

The name has to be changed in RTO books. It will act upon any e-mil is doubtful. First contact the purchaser and take acknowledgement of vehicle and all documents with an undertaking that he would get all the record transfer in his name in 15 days.
If any claim due to accident / road challan happens / vehicle found in any illegal activity you would be liable, if name is not changed.

beg before the buyer now and bear cost of its registration as you have taken care that the vehicle is transferred by liability remains with you.

You could have obtained a delivery acknowledgement, when you have sold the vehicle.
Send a letter to you the buyer and seek clarification whether the name transfer is made out or not.
