violation of cyber cafe safty rules

sir,
Most of cyber cafe not maintain records and other information of users, is there any provision in law to punish them ? if yes, then pls refer the law and sections ?

As such there are no laws governing the conduct of Cyber Cafe. However, compliance violation of IT Act is monitored.
