when can a traffic police officer cease vehicle.

dear experts,
can a traffic police officer cease anybody`s vehicle which costs more than 50,000/-for not paying the challan of Rs.50/-.if he can cease what is the procedure.
what indian motor vehicle acts and traffic rule act say regarding this issue.

Police can seize the vehicle if it being driven without Dl or having not necessary papers or being driven under the influence of alcohol.

Authorities can detain vehicles under following conditions:

Driver is driving without license.
Vehicle is driven without registration.
Commercial vehicles driven without permit.
Vehicle driven without payment of tax.
Vehicle is carrying a suspicious number plate.
