Whether the para-teachers are considered as staffs of a govt. aided school?

In a Govt. aided school in West Bengal are the para-teachers considered as School Staffs? Do they

have the right to attend the Staff Meeting in the School? Please inform me what the relevent laws

and rules say about it and please do inform me about the laws and rules.laws and rules
