Banks generally advance loans only in respect of properties with clear and marketable title. The so called 'gunthewari' lands have been developed into residential sites without obtaining the permission required for non-residential purpose. The State Government had enacted a Law to discourage such non-approved change in user. The provisions therein had rendered the such properties less than marketable. As such, Banks would be reluctant advance loans.
However, the State Government has since diluted the rigours of those provisions; such relaxations, to my knowledge are area specific. Only local lawyer/Bank would be in a position to give a specific suggestion.

Did you contact any of the local Bank / LIC / NBFC etc. before posting this useless question which is without any dispute for consideration and obligation of experts on this platform ???

You can visit the banks in the area you desire to avail loan and enquire the details and conditions for granting loan and comply with the requirements for obtaining the loan.
