Why the drt do not follow precedence

Why the DRT do not follow the precedence set by the Apex and various high courts? Is it not mandatory upon them how can they overlook the law ?what step should be taken to get the matter decided

Precedents cannot be the substitute of law. Precedents do continue to change depending upon the characteristics, circumstances and the nature of the case. Merits of each individual case matters much for the purpose of judgment.
