Criminal law deals with behavior that is or can be construed as an offense against the public, society, or the state—even if the immediate victim is an individual. Examples are murder, assault, theft,and drunken driving.

In response to your query,

Criminal law, as opposed to civil law, is a body of laws that deals with the punishment of people who commit crimes. In a criminal prosecution, the government decides whether to punish an individual for an act or an omission, as opposed to two individuals disputing their rights in a civil case.

Even if the immediate victim is an individual, criminal law deals with action that is or can be interpreted as an offence against the public, society, or state. Murder, violence, theft, and drunken driving are only a few examples.

Any act or omission that is in violation of a law prohibiting the action or omission is considered a "crime."
