Anyone has a writ petition(mandamus)

Seek guidance of a local senior for providing you draft writ.

I'm a waitlisted 1 candidate for a Government post in a Central University.  The candidate who joined just four months back has been disqualified and terminated from service after the verification of his experience certificates.  The university authorities came to know that he had submitted a forgery experience certificate for securing the job.   Now, my question is, Can I legally claim the post as a waitlisted candidate no. 1 ?, since because of his malpractice I have lost my opportunity and also he has not genuinely resigned for some other reason but terminated.
