For appointment to the posts of Civil Judge
Applications are invited for recruitment of 24 Backlog Vacancies of Civil Judge in the A.P. State Judicial Service to be made as follows:

I. QUALIFICATIONS:
The candidates should possess all the requisite qualifications as laid down in A.P. State Judicial Service Rules, 2007 including the qualifications as indicated below as on the last date of receipt of applications.
A. DIRECT RECRUITMENT:
Must be a holder of a degree in Law awarded by any University established by Law in India.
B. RECRUITMENT BY TRANSFER:
Must be a holder of a degree in Law awarded by any University established by Law in India.
The vacancies earmarked for Recruitment by Transfer will be filled in from among the confirmed members or approved probationers in the following categories namely:-
i) Section Officers, Court Officers, Scrutiny Officers, Accounts Officer, Court Masters, Personal Secretaries to Judges, Personal Secretaries to Registrars, Translators and Deputy Section Officers, Overseer, Assistant Section Officers, Computer Operators, Assistants, Readers, Examiners, Telex Operator and Telephone Operator of the Andhra Pradesh High Court Service;

ii) Administrative Officers , Superintendents, Senior Assistants, Junior Assistants, Personal Assistants and Typists of the Andhra Pradesh Judicial Ministerial Service;
iii) Assistant Public Prosecutors, Senior Assistant Public Prosecutors, Additional Public Prosectors Grade-II of A.P.State Prosecution Service;
iv) Section Officers in the Law Department of Secretariat;
v) Section Officers in the Legislature Department; and
vi) Managers of the Offices of the Advocate General; Government Pleaders, Public Prosecutors, Editor, ILR.
NOTE: Applicants under (A) and (B) must possess the qualifications on or before the last date for receipt of applications.

II. AGE LIMIT:
i) An applicant shall be a person who has not completed the age of 45 years as on 1-2-2009 for Direct Recruitment.
ii) An applicant shall be a person who has not completed the age of 48 years as on 1-2-2009 for Recruitment by Transfer.
III. SCHEME OF EXAMINATION AND SYLLABUS:
The Scheme and the methodology for conducting the Examination and the syllabus are as follows:
There shall be, owing to the contingency, a screening test which shall be objective type before conducting the written examination followed by Viva Voce. While short listing the eligible candidates for written examination a ratio of 1:10 of the available vacancies to the successful candidates will be maintained.
(a) The written examination shall carry 80 marks.
(b) viva voce shall carry 20 marks.
NOTE: 1. The Question paper shall be answered in English only.
2. The Question paper shall be as set by the High Court.
3. The Syllabus for the written examination shall be out of the procedural as well as substantive laws, Civil as well as Criminal Rules of Practice and Local Laws.
While the written examination is meant to test the academic knowledge of the candidate; the viva voce is to test his academic knowledge as well as communication skills; his tact; ability to defuse the situations to control the examination of witnesses and also lengthy and irrelevant arguments and the like, and his general knowledge.

IV. ELIGIBILITY:
The candidate shall secure a minimum qualifying mark of 40% for OC category and 30% for ST category in the written examination and a minimum marks of 10 for OC category and 6 for ST category in the viva voce.
V. MERIT LIST:
The High Court shall reserve the discretion to summon from the top of the merit list such number of successful candidates in Written Examination in the ratio of 1:3 of the available vacancies for viva voce.
VI. APPLICATION AND OTHER INFORMATION:
The prescribed Form of Application, Hall Tickets in quadruplicate and the instructions and information to the candidates can be downloaded from the High Court Website https://hc.ap.nic.in from 18-02-2009.
VII. The application forms duly filled in along with necessary enclosures together with a crossed Demand Draft for Rs.100/-(Rupees one hundred only) drawn in favour of the Registrar General, High Court of Andhra Pradesh, Hyderabad payable at Hyderabad should be submitted to the Principal District Judges of the concerned Districts where the applicants are residing and for the applicants residing in Hyderabad and Secunderabad to the Chief Judge, City Civil Court, Hyderabad during the office hours on any working day. The payment of Rs.100/- is exempted to the applicants belonging to Scheduled Tribes. The application forms duly filled in respect of the candidates belonging to other States shall be submitted to the nearest Principal District Court of A.P., or the Registrar General, High Court of Andhra Pradesh, Hyderabad.

VIII. EXAMINATION CENTRES:
(a) Screening test if necessary and written examination will be held at the places to be specified by the High Court separately.
(b) No TA and DA will be paid to any of the candidates appearing for the screening test/written examination/ Viva voce.
IX. The eligible candidates who have already applied in response to the Notification No.1/2009-RC, Dated: 28.1.2009 need not apply again in response to this notification.

INFORMATION/INSTRUCTIONS TO THE CANDIDATES
(i) Incomplete/ incorrect applications and applications without certificates will be summarily rejected.
(ii) All the columns of the application must be filled by the applicants in his/her own hand writing.
(iii) Identical copies of latest passport size photographs of the applicants are to be affixed – (1) on the application form, (2)two photographs on the Hall Ticket-cum-Identity Sheet for the Screening Test and (3) two photographs on the Hall Ticket-cum-Identity sheet for the written examination in the space provided therein.
(iv)Applications received after the prescribed date will not be considered even if the applications are posted before the last date. The High Court is not responsible for any postal and transit delay.
(v) Applicants must reach the Examination Hall, half an hour in advance.
(vi) After half an hour of the commencement of the Examination, no candidate will be permitted to enter into the Examination Hall.
(vii) Bare Acts, Text Books or any other material will not be allowed into the Examination Hall for screening test and written examination.
