Ask departnent to provide carbon copy of omr sheet to all ex

Is there any legal process to ask any department(e.g school service commission)to provide carbon copy of OMR sheet to all examinee so that a transparent and corruption free examination held.Now a days we know government services rest to the family member of Political NETA's and rich people.
