The locker can be opened with the key, if he goes to the bank andsays that the key has been lost, a duplicae key may be obtained provided the locker is operated by eeither or survivour. the best course is to persue the uncle.

The Bank must have kept the locker operation rules in branch and on website …

The RBI guidelines are followed by banks e.g;

https://www.rbi.org.in/scriptts/NotificationUser.aspx?Id=3422&Mode=0

If the mandate is Joint Operation then what is the opinion of bank/banker/BM given to you!

Hope you father has irrefutable evidence of ownership of all items placed in locker and notices/communications given to other locker hirer so far.

If locker operation was not joint band one of the hirers has operated the lcoker in accordance with mandate signed jointly then what is fault of bank/banker!
