yes it can be filed but it's admission would depend upon the gravity of the reasons/explanations cited for being absent before the court ...

In every court, a restoration petition can be filed, with adequate reasons for default that caused dismissal of the original petition stated in detail in the affidavit. Since it is a supreme court matter, extra care should be taken to prepare such a petition, with good legal advice.
