Can decree be executed after 12 years ????

Hello Friends,

Can anyone enlight upon below query ?

A case filed by CHS against Developer which is decreed by the Civil Court at Bombay in favor of CHS.

Judgement and decree passed in the year 1999 directing Developer to bring OC and also execute Conveyance.

CHS has not done anything thereafter (for almost 20 years).

CAN SOCIETY FILE for EXECUTION NOW ?? 

If yes then how to counter the Limitation period of 12 years?
